Can anybody think of any villians who are giant eyeballs besides Sauron and The Overmind?

Or just people with giant eyeballs for heads, etc. (the residents is all I can think of immediately)

There was this episode of tiny toons where I think Bug Bunny and Daffy Duck were witting and one of them is like 'you ever get the feeling somebody is watching you?' and this big eyeball breaks through the window. I don't really remember much else from that episode.

A defining feature of Speilberg cartoons was the way in which they made references to characters and events that the show's target audience was only somewhat familiar with. The Looney Toons characters were the professors of the Tiny Toons and were teaching them in the ways of the industry. So there is a good chance the episode did feature Bugs and Daffy.

I believe you are referring to the Suezo line of monsters, which look something like this:

God I loved the Monster Rancher games, how could anyone not love them

I mean, their mascot character was a giant yellow eyeball with a penis for a foot
