do you mean toolkit in the classical fashion? that is "a single board with 'everything' you need to do graphics/make a game?
look for z-files, that has practically every one.
Of course making your own is a good idea as it helps you figure out what sorts of things are necessary for a game and also how to make the most of the space you are given on a board.

If you mean something like what you uploaded to z2, I have a several recommendations:
1) Leave out the "game starters". I would advise against people to finish other people's incomplete games.
2) Pack everything into as few worlds as possible. It's unnecessarily cumbersome when you've got several worlds, each with only a few boards.
3) Make sure that it's helpful to newbies. You had a ZZT rendition of Ode to Joy in there; impressive, but how does that help a newbie? Write a tutorial on how to transcribe sheet music to #play commands, and use the Ode to Joy piece as an example of what can be done.
4) Leave out STK and ZZT Syndromes. They're great, but you don't need to include them in the zip file; simply telling newbies where to get them will suffice.
I don't mean to come down too hard on this project, Quindo; I just want to see it become a success.

best zzt help guide ever: "how to be a zzt'er" by stak. you should get it!!!!!!!!!! srsly
zzt crime is pretty good, but zzt syndrome came first so it's better (sorry kjorteo i know i just enraged you with that statement). get them both!
there's also a little known game called "zzt cliche" which is a very good guide to some of the more annoying aspects of zzt games. i don't remember who made it though! i may not even have the name right!
oh, z-files is worth getting too. i remember when i released the first version and i included a toolkit by some idiot called "roastbeef", and he made xabbott take it off the archive because he did not want it in the file and it was "cause for impeachment, dangeet" (his word). it was not even a very good toolkit!
that guy was an idiot! fuck that guy! wait what was i talking about
