Let's look more closely at the text:
The line "I'm thinking" implies that your opinions actually have some sway on the board's functioning; it places you in control, makes people look at you as the One With An Opinion. Also, note the phrase "usefulness" which immediately implies that there are set rules about the relevance of topics, and that you are the one who decides which ones are "useful" and which ones are not. It's also a really lame reason to want a thread locked. It's not doing you any harm is it? Or at least wasn't at the time. So why ask for it to be locked at all? Perhaps, again, because you wish - subconsciously or consciously - to appear in control?
"If somebody begs to differ" - here you're implying that your decision about the thread's uselessness is the definitive one and that anyone who disagrees with it must appeal TO YOU for clemency. This isn't a suggestion, it's a veiled command with implications of an authority that you do not have.if somebody begs to differ, please do so, though.
