It says only mods can view topics in there. Does this mean they're being updated/fixed, or was it just a mistake?

Yeah, I changed the user access so you should be able to see hot rule on rule action again now.

Yes, that would've been weird if we couldn't obey rule 1 for a lack of access... "only mods allowed here. go away"
