i don't understand what the deal is with foot fetishes at all
it's just not something i've ever experienced, nor have i experienced any close approximation of the phenomenon
i can kind of understand what the deal is with a lot of fetishes, even the really, really fucked up stuff that "internet enabled fetish communities" obsess over, but not foot fetishes

It accounts for that, too! After people lose a sensory area the lack of stimulation in that part of the brain means that other areas "cross-wire". If the area for genital stimulation crossed to the area for the lost foot, there you are.

Nadir I find the easiest way to explain it is to just compare it with what turns normal people on.
