The problem with MS Paint's resizing is that when it shrinks an image, it simply throws away the pixels of every few rows and columns rather than remapping and combining the color values like a professional image handling program. This is also a problem for enlarging: MS Paint just doubles up some of the rows and columns. That'll work if you're stretching the picture by a whole number factor, but for anything else you'll need something different.
