This reform is HIGHLY RELEVANT, and is still being enforced! Any reform changes must first be passed through the House of Parliament Sweeney and the Senate Dungeon with a 66% approval vote, according to Act 14.c of Constitution Prime, which is available in doc/pdf format from the z2 home page.

You're kidding, right? Because I can't find a Constitution Prime anywhere.
I did finally look through some Achewood comics, though. Almost as bad as Her! (girl vs pig), although there is something somehow appealing about it.

It's somewhere in one of the sagas on the ZZT Sagas page. I can't remember which one; to be honest I haven't read it in a long time because I committed the whole darn thing to memory after Nadir threatened to seize power and delete it. It's thanks to the checks and balances of the modern Z2 parliamentary system that that rogue hasn't destroyed everything we hold near and dear: ZZT.
